Ok, this is actually IMO 7525451. The clue is in the unusual dimensions which signal an old vessel built pre-1990s. Although Equasis/IHS has the vessel scrapped in 2011, she was rebuilt and since used in Chinese coastal service. This information has been confirmed by a Chinese source who provided the following link

No IMO allocated to date, it seems.
Probably trading on the coast, and will only get an IMO if starting international voyages.
