My first thought on seeing this photograph was that it was part of a cruise ship terminal.

Sorry, this looks like a railroad platform with an orange commuter train arriving. The boat deck, what used to be for cruising folks a favorite place to stroll, see and be seen is down-graded to what seems to be the noisiest place on the ship with all those air vents.
